John Haines’ experience spans 33 years of public-private partnerships to revitalize communities nationwide. John is an expert in business tax incentives, economic development loans and loan guarantees, public-private partnerships, interagency partnerships, and intergovernmental partnerships.

John’s expertise covers the following areas:

  • identifying and analyzing opportunities for public-private partnerships
  • managing and conducting sensitive negotiations
  • selecting, training, and supervising teams of professionals and community representatives
  • building effective relationships across organizational types, professional specialties, and demographic groups
  • planning and implementing major outreach events
  • explaining programs at meetings involving elected and appointed officials, businesses, nonprofit groups, and residents
  • developing and evaluating legislation; managing projects; developing performance measurements
  • implementing subsidy programs involving loans, grants, tax incentives, and secondary markets

As deputy office director in HUD’s Office of Community Renewal for 10 years, John supervised a team implementing an unprecedented $11 billion program of business tax incentives and collaboration building in 70 HUD-designated Renewal Communities and Empowerment Zones.

OCR’s innovative partnership with the Internal Revenue Service educated businesses, tax practitioners, and local economic development officials in how to utilize an estimated $11 billion package of federal tax incentives for businesses who employ residents and invest in federally-designated Empowerment Zones (EZs) and Renewal Communities (RCs).

John served as team leader and portfolio manager for the HUD Section 108 Loan Guarantee Program, the Urban Development Action Grant Program, the Real Estate Assessment Center Development Team, the New Community Development Corporation, the Community 2020™ Planning Software Task Force, and a “securitization” demonstration for local portfolios of commercial loans. He worked for the U.S. Department of Transportation as an attorney and program analyst, focusing on the local needs created by the Conrail reorganization.


Education and Military Service
Earned J.D. degree from Stanford Law School and B.A. in Philosophy with a minor in Business and Economics from Michigan State University. Passed the licensing examinations to sell life insurance, variable annuities, and securities (N.A.S.D. series 6 & 63). As a rifle company executive officer and platoon leader in mechanized infantry in the U.S. Army in Vietnam, he received the Bronze Star, Purple Heart, and Combat Infantryman’s Badge.
